When purchasing a bank foreclosure home.....

I represent a buyer who is interested in purchasing a bank foreclosure home in the local area.
The process has been challenging for my client because while we are negotiating the sales price another offer came in to the bank.
We were notified that we were in a multiple offer situation and asked to now give our highest and best offer.
Unfortunately, the second buyer modified their offer to make it more attractive.  The home needs work and my buyer felt that his offer was the best considering the condition of the property.
It appears that banks now are making it a bit harder for buyers to purchase these distressed properties even when the homes need work to bring them to an acceptable condition.
